Luawanna Hallstrom - President
Luawanna Hallstrom is Principal of Collaborative Communications. Hallstrom’s focus on agriculture’s contribution to issues of education, environment, health, food security, human rights, international good will and understanding for over two decades has led to leadership on several state and national agricultural organizations. Hallstrom is the recipient of Soroptomist International’s 2005 Woman of Distinction Award, Women’s International 2007 Living Legacy and San Diego 2008 Farmer of the Year.
Fred Leitz - Eastern Vice President
Fred is part of the fourth generation to operate Leitz Farms LLC. Fred and his brothers also have a land holding company. He has been involved with labor issues on the state and national level for the better part of three decades. He has been on his township planning commission since 1989 and nows serves as chairman. He also serves on the board of directors for US Apple.
Ray Prewett - Western Vice President
Ray Prewett joined Texas Citrus Mutual in 1983 and has served as president since 2003. He also is manager of Valley Ag Crop Insurance and Valley Ag Insurance Services and executive vice president of Texas Vegetable Association. Ray is active in many ag issues and represents citrus, vegetable, and other ag interests at state and federal levels.
Treasurer - Joe Young
Founded in 1964, the National Council of Agricultural Employers (NCAE) is the ONLY national association focusing exclusively on Agricultural Labor issues from the Agricultural Employer’s viewpoint. NCAE represents Agricultural Employer interests before Congress and Regulatory/Administrative bodies such as the Departments of Labor, Homeland Security, Agriculture, the Occupational Safety and Health Administration, and the Environmental Protection Agency. NCAE Members are growers, associations, and others whose business interests revolve around labor intensive agriculture.
Secretary - C. Bryan Little
C. Bryan Little, a labor-affairs specialist with extensive experience in both government and agriculture is the Chief Operating Officer of Farm Employers Labor Service. Bryan also serves as director of labor affairs for California Farm Bureau Federation, representing members on legislative, congressional and regulatory issues involving immigration and labor policy. Bryan has served with the U.S. Department of Labor since Dec. 2001, as deputy assistant secretary for occupational safety and health. Prior to joing OSHA, Little was senior director for governmental affairs for American Farm Bureau Federation in Washington, D.C. Bryan earned a bachelor's degree in political science and public administration from James Madison University in Harrisonburg, Va.
Immediate Past President - John Arnold
After graduating from Cornell in 1974, John took over operation of the family Shade Tobacco farm with his brothers in Southwick, MA. In 1992, he started Connleaf Inc., a 300 acre Shade Tobacco operation that ceased operation in 2006. Since then he’s been growing Broadleaf Tobacco at J & J Farms LLC., in Southwick, MA.
